    That's a portal ornament for an anomaly. Kind of odd that there's only one there.

    Edit: The last anomaly in Jakarta was Persepolis, could it be a leftover that never was cleaned up?

    It's one of the three portals which have to be covered by a field by 11a.m. on saturday morning. Every anomaly site is associated to one group of these. The faction which manages to field over gets additional target portals for shards in the associated anomaly site. you can find the rules in visur technology's profile.
